The following memorandum dated April 14, 2009, from Speaker                                                                     
Chenault to Suzi Lowell, Chief Clerk, was received regarding:                                                                   
                                                                                                                                
    HOUSE BILL NO. 163                                                                                                          
    "An Act clarifying the purpose of the Alaska Natural Gas                                                                    
    Development Authority; and relating to definitions of certain                                                               
    terms in AS 41.41."                                                                                                         
                                                                                                                                
"Please consider this memorandum as notification that I am correcting                                                           
a previous referral by removing the Finance referral from House Bill                                                            
163: Alaska Natural Gas Development Authority.  This bill has                                                                   
received two zero fiscal notes, one from the Department of Natural                                                              
Resources, the other from the Department of Revenue.  Therefore,                                                                
since there is no fiscal impact on any state department, the Finance                                                            
referral is unnecessary.
